Your Twilio number, or your phone system through the SIP door. Overflow calls get answered; the ones that need a person are passed across.

Escalation
When a guest asks for a person, asks twice, or raises something your sources do not cover, the conversation goes to your team — by the rules you set.
Someone at the desk steps into the running conversation from the console. The guest keeps the same window and never repeats themselves.
Name, room, request, time — written down and left where your team already looks.
On a call, it passes the guest across with what it has already gathered, so your person starts halfway through.
An honest limit
The agent answers from what you load. A policy nobody wrote down gets a message to your desk, not a guess — and refunds, complaints, and anything with money attached go to a person.
